The government must allow meat packers to test for mad cow disease, U.S. District Judge James Robertson ruled Thursday in Washington. Creekstone Farms Premium Beef, an Arkansas City, Kan., meatpacker, wanted to test its cows to assure clients they were safe from the disease, but larger competitors balked at the cost. The Agriculture Department had sided with them.
